Announcing new admin comm for small DS/C6D fests

Some of us had been tossing around the idea of a comm to serve as the admin comm for challenges that are not big enough to warrant their own dedicated communities, yet have the need to make central-admin posts during their running time.  (e.g. C6D Valentine's Day or Ladies' Day.)  So I decided to go ahead and create one.

Introducing c6d_fest_admin.  Feel free to use it for your small-festival administrative needs.

(If people are hot for a parallel Dreamwidth version, I can make one.)
